- Total Force Policy Review - Congress directed the Secretary of Defense to conduct a
comprehensive review of the Total Force Policy, Active/Guard/ Reserve force mix and
military structure with an emphasis on operation, effectiveness and soundness of the po
- Cuts in Air National Guard - DoD proposed force structure cuts in the Air National
Guard were restored by Congress.
- Federal Support to Military Associations Conferences - Authority for certain federal
support to military association conferences was written into law.
- Incapacitation Pay - Incapacitation pay calculation to provide military pay and
allowances minus salary or wages earned during a period of incapacitation was amended.
Inequities to certain employment statuses were removed.
- Survivor Benefits Plan (SBP) - A high-tier continuous 55% option to the Survivor
Benefits Plan (SBP) was enacted.
- Montgomery GI Bill - The Montgomery GI Bill was expanded to provide vocational/technical
training benefits to the Guard and Reserve
