- Force Structure Cuts - DoD-proposed force structure cuts to the Army and Air National
Guard were restored by Congress.
- Montgomery Amendment - The constitutionality of the Montgomery Amendment preserving the
federal authority to direct overseas training of National Guard units was upheld by the
Supreme Court.
- Air National Guard for the procurement of Modular Control Equipment (MCE) - Separate
funding was secured for the Air National Guard for the procurement of Modular Control
Equipment (MCE) to meet National Guard tactical air control systems equipment needs.
- TRI-TAC Communications Equipment - Congress provided $56.5 million for procurement of
TRI TAC communications equipment for the Air National Guard. In several previous years
when Congress provided miscellaneous equipment funds for the Air National Guard,
- Gray Area Retirees Benefits - Gray Area retirees (personnel eligible for military
retirement but not yet 60) were granted 12 days of commissary benefits per year and
unlimited exchange and revenue generating morale, welfare and recreation (MWR) benefits (
- Equipment - Through congressional actions over several years, the Army Guard M 113
Family of Vehicles (FOV) fleet achieved a C 2 level. Secured funding to initiate a
program to upgrade the M 113 FOV to the A 3 model to facilitate operations in a comba
- FISTV - Congressionally directed actions beginning in 1985 and in 1982, respectively,
the Fire Support Team Vehicle (FISTV) and the Improved TOW Vehicle (ITV) fleet program
achieved a C 1 equipment level.
- Technicians - Final inequity for granting civil service retirement credit for pre 1969
military technicians was removed (P.L. 101 530).
- Military Construction Programs - Congressional prioritization brought the Army and Air
National Guard military construction programs to the highest level ever appropriated.
