  1. Force Structure Cuts - DoD-proposed force structure cuts to the Army and Air National Guard were restored by Congress.
  2. Montgomery Amendment - The constitutionality of the Montgomery Amendment preserving the federal authority to direct overseas training of National Guard units was upheld by the Supreme Court.
  3. Air National Guard for the procurement of Modular Control Equipment (MCE) - Separate funding was secured for the Air National Guard for the procurement of Modular Control Equipment (MCE) to meet National Guard tactical air control systems equipment needs.
