Enlisted Association 1992 Accomplishments

  1. Cuts - (DoD) proposed force structure cuts of 48,100 to the Army Guard. Of these, 39,625 slots were restored. This included a freeze on the elimination of medical personnel and aviation units in FY/93.
  2. Transition Initiative Package - Congress authorized this package to aid members of the Guard and Reserve who are separated due to force structure and end ­strength reduction. This program would offer various incentives to individuals with more than six ye
  3. 12 Youth Pilot Programs - Congress provided funding for 12 youth program pilots and $30 million to establish a civilian youth opportunities pilot program. These programs are to be used to develop life skills and employment potential for the nation's youth
  4. Army Advisors - The congressionally directed program to replace 30% of the active Guard/Reserve (AGE) over five years was delayed. Instead, the Army Guard will receive 2,000 active Army advisors through 1993 and an additional 3,000 advisors starting in FY
  5. VA Home Loan - Congress provided for a seven ­year test program to provide Veterans Administration (VA) home loans to members of the National Guard and Reserve who have completed at least six years of service in the Guard or Reserve.
  6. Congressional Funding (Army) - Congress provided dedicated procurement funding of $544 million to the Army National Guard. Funding was included for 50 M ­9 Armored Combat Engineer vehicles for engineer units, $25 million to continue 2 ˝˝ ton truck upgrade
  7. Congressional Funding (Air) - Congress provided dedicated procurement funding of $431.8 million to the Air National Guard. The Air National Guard received funding to procure 10 additional C ­130H aircraft and $20 million for reengineering F ­15/F ­16s.
  8. Disability Pay - Authorization allowing members who are injured while traveling directly to or from inactive duty for training to receive disability pay. This benefit was made retroactive to November 14, 1986.
  9. Military Construction Programs - Congressional reprioritization provided an addition-al $277.2 million for Army and Air National Guard military construction programs.
  10. Drug Demand Reduction Programs - Congress allocated $10 million to be used for drug demand reduction programs. Prior to this time, funding was only used for drug interdiction operations.
  11. Assistant to the Chairman for National Guard and Reserve Affairs - Congress directed the Chairman of the Joint Chiefs of Staff to establish the position of Assistant to the Chairman for National Guard and Reserve Affairs. This position will allow the National Guard to advise the Chairman on matters of direct interest to the National Guard.
